Atizapán-Atlacomulco highway: who is building it?

Construction of the Atizapán-Atlacomulco highway in Mexico has resumed in certain sections and is expected to be completed in three years.

According to the company Aleatica, its progress will depend on the delivery of the entire right-of-way by the Ministry of Infrastructure, Communications and Transportation (SICT) and the resolution of social problems.

Aleatica terminated the construction contract for the Atizapán-Atlacomulco highway with CPVM (on April 8, 2019), which had historically been its construction services provider.

As a result, the company had to select a new construction company to carry out the highway works.

In 2020, Aleatica signed a new Engineering, Procurement and Construction contract for the work through its subsidiaries Concesionaria AT-AT and Latina México, to continue with the works of the highway, entering into a first amendment agreement dated February 6, 2024. 

In addition, in February 2024, Aleatica signed a new work contract with two companies, Construcciones y Dragados del Sureste and Calzada Construcciones (subsidiaries of Grupo HYC), for certain sections of the Atizapán-Atlacomulco highway.

Last April, Bosco Martí, global director of institutional relations of IFM Global Infrastructure Fund, owner of Aleatica, told Reforma newspaper that the work will be ready in 36 months.

Granted in 2014 by the federal government, the concession for this road concludes until 2054.

Concession

Aleatica warned that the construction of the road could suffer delays or cost increases for various reasons, some of which are beyond its control, including failure to obtain timely release of right-of-way, shortages or increases in the cost of construction materials (inflation), labor problems, and phenomena such as natural disasters, pandemics, among others. 

This highway will be 77.2 km long and Aleatica has a 100 percent interest.

The objective of this highway is to communicate the north and northwest zone of the metropolitan area of Mexico City with Guadalajara-Morelia and Querétaro, through the construction of the Atizapán-Atlacomulco branch.

Bosco Martí added that an investment of 1 billion dollars is being prepared to build, together with ICA and HYCSA, the Atizapán-Atlacomulco highway.
