Competition in pay television in Mexico is centered primarily among Grupo Televisa, Megacable-MCM, Dish-MVS and Grupo Salinas.
In Mexico, the number of pay-TV accesses was 23.4 million in 2023, down 4.8% year-on-year.
This number means that there were 61 accesses for every 100 households.
Pay television in Mexico
First, Grupo Televisa reduced its market share from 62.6% in 2013 to 55.2% in 2023. This indicator is calculated based on the number of pay-TV accesses.
Next, Megacable-MCM increased its share from 15.8% to 25.7% in the same decade.
In third place was Dish-MSV, which dropped its share from 16.4 to 5.3 percent.
Finally, Grupo Salinas managed to increase its market share from 0.8 to 10.9 percent.
Mexican market
The Mexican Constitution grants the Federal Judiciary the power to conduct judicial reviews. This includes the power to declare laws unconstitutional. On February 14, 2019, the Supreme Court issued its first general declaration of unconstitutionality. In this decision, it annulled a provision of the Federal Telecommunications and Broadcasting Law. According to the Court, the minimum fine of 1% over the taxable income of radio and television concessionaires and licensees for violations not provided for in the law was excessive.
In addition, the Mexican government allows up to 100% foreign direct investment in telecommunications and satellite communications, including cable television. It also authorizes up to 49% of foreign investment in broadcasting. However, the latter is subject to reciprocity agreements between Mexico and the country of origin of the investor or operator.
On the other hand, the Federal Telecommunications and Broadcasting Law seeks to expand access to these services. It also seeks to eliminate or reduce certain charges of cellular telephone operators, such as long distance charges. Finally, the Public Broadcasting System of the Mexican State guarantees constant access to broadcasting services in all states. This public entity is decentralized and operates for the benefit of the population.
