The Santa María Mixtequilla Development Pole for Wellbeing is one of the 10 poles planned as part of the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT).
The CIIT is intended to be an option to the Panama Canal, by connecting the Gulf of Mexico and the Pacific Ocean, will have tax incentives, such as accelerated depreciation of the investment for six years, and covers an area of 47,500 square kilometers.
The area of the Polo de Desarrollo para el Bienestar Santa María Mixtequilla is located 4.6 km from the railroad track corresponding to line Z, in its section Salina Cruz, Oaxaca Medias Aguas, Veracruz.
Along the route between the two oceans, 10 development poles/industrial parks are being developed to attract private sector investment.
Bids for the development of the first five industrial parks (Coatzacoalcos I, Coatzacoalcos II, Texistepec, San Juan Evangelista and Salina Cruz) were published on June 20, 2023.
These incentives include VAT exemptions during the first four years for transactions carried out within the industrial parks, and income tax exemptions during the first three years.

The Isthmus of Tehuantepec is a geographic region in the states of Oaxaca and Veracruz, which has become a strategic area for the commercial passage due to its location that allows communicating the Pacific Ocean with the Gulf of Mexico and the Atlantic Ocean, besides being a region rich in oil, timber resources and biodiversity, with indigenous presence in the country.
However, in recent years it has registered a great economic and social backwardness.
