Market Access for Fresh Potatoes to Mexico: NPC and CONPAPA

The U.S. National Potato Council (NPC) highlighted the development of market access for fresh potatoes to Mexico.

From January through November 2024, U.S. exports of fresh potatoes to Mexico grew at a year-over-year rate of 16.3% to $122.4 million.

NPC represents the interests of all U.S. commercial potato growers and assists U.S. potato growers in addressing market access issues for fresh and processed potatoes in export markets around the world.

Market Access for Fresh Potatoes to Mexico

In May 2022, the United States made the first shipments of fresh potatoes to Mexico beyond the 26 km border that previously marked the export limitation. 

Below are the values of U.S. fresh potato exports to Mexico, in millions of dollars, according to Commerce Department data:

  • 2018: 52.
  • 2019: 46.
  • 2020: 52.
  • 2021: 56.
  • 2022: 83.
  • 2023: 118.
  • 2024 (January-November): 122.

CONPAPA

In May 2022, the United States achieved a key breakthrough in the export of fresh potatoes to Mexico. For the first time, shipments crossed the 26 km border, a restriction that had been in place for more than 25 years. This progress resulted from the USDA and the U.S. potato industry working together to overcome legal obstacles imposed by the National Confederation of Potato Producers of the Mexican Republic (CONPAPA). 

However, challenges remain. According to NPC, CONPAPA may attempt to block access with pest claims, especially Potato Potato Virus (PMTV), which is classified in Mexico as quarantine. The industry continues to work with APHIS to have this classification removed, aligning with previous studies. It is also seeking to modify the work plan to allow bags up to 50 pounds, without affecting traceability.

The National Potato Council has asked USTR to continue to monitor market access and resolve any emerging issues. In 2023, fresh potato exports to Mexico reached $118 million. With the removal of phytosanitary restrictions and full market expansion, the potential for growth exceeds $150 million annually.
