Mexico’s import taxes will increase 30.9% in 2024

Import taxes in Mexico increased 30.7% in 2024, at a year-on-year rate and in real terms, according to data from the Ministry of Finance and Public Credit (SHCP).

Thus, these revenues amounted to 137,822 million pesos.

Revenue from imported products is a key cash inflow for the federal government, which is used to pay for social programs, build infrastructure and cover other expenses.

Import taxes

In 2021, Mexico’s National Customs Agency (ANAM) was born. This entity replaced the General Customs Administration (AGA). Like its predecessor, it is responsible for directing, organizing and operating customs and inspection services. In addition, it applies and enforces the rules governing the entry and exit of goods into and out of the country. It also collects tariffs and other duties related to foreign trade.

Shown here is the collection of import taxes, in millions of dollars and year-on-year growth rates in real terms:

  • 2018: 65,543 (+19.4 percent).
  • 2019: 64,741 (-4.7 percent).
  • 2020: 57,938 (-13.4 percent).
  • 2021: 75,539 (+23.4 percent).
  • 2022: 93,672 (+14.9 percent).
  • 2023: 100,710 (+1.9 percent).
  • 2024: 137,822 (+30.7 percent).

Customs clearance

As of 2022, ANAM assumed customs clearance for the import and export of goods. Its work includes verifying the data in pedimentos, declarations and manifestations. In addition, it checks the origin of goods and collects customs duties and taxes. It is also responsible for ensuring compliance with non-tariff regulations and restrictions. On the other hand, it has the authority to seize or retain goods without legal accreditation in the country and to take custody of them as a depository.

As a particularity, e-commerce platforms could face significant challenges. This is due to the increase in tariffs that went into effect at the beginning of 2025.

As for import taxes, if the merchandise comes from countries with international treaties and its value is greater than $1 but does not exceed $50, a 19 percent rate will apply. However, the United States and Canada, as members of the USMCA, will pay only 17 percent if the value is between US$50 and US$117.
