The United States Trade Representation (USTR) questioned the regulation on Mexico‘s Quality Infrastructure Law.
Mexico published in August 2024 a draft regulation to implement the Quality Infrastructure Law, in force since July 2020. The document appeared on the website of the National Commission for Regulatory Improvement (Conamer).
The United States reacted with deep disappointment. In its comments sent to Mexico, it criticized the short deadline of 10 working days to submit comments on the draft. It also expressed concerns about the impact of the regulation.
Infrastructure Law
In particular, it noted the lack of consideration of international standards and conformity assessment procedures in the development of Mexican technical regulations. For this reason, it requested greater clarity in these aspects.
In the report Barriers to Foreign Trade 2025, USTR said the United States will continue to monitor the progress of the regulation. It will also insist that Mexico complies with its commitments under the Mexico-U.S.-Canada Agreement (USMCA).
